Purpose: Selection of the best contractor by AHP and VIKOR method, a case study of an executive project in the dairy industry.Methodology: Choosing the right contractor plays an important role in the success or failure of a project. The specialization of the activities of various sectors of the industry is one of the indicators of the current business market, and the outsourcing of a part of the desired activities of the organization as a project and the selection of a contractor is one of the concerns of managers to compete in the business market, because the evaluation of contractors based on Defined criteria and ultimately the selection of qualified contractors will eliminate inefficient contractors from the bidding process. Failure to choose the right contractor will eventually lead to the loss of the organization's resources. In the completion of any project, complete satisfaction of the employer is important and vital, so that the project can be implemented according to the schedule, with the most appropriate cost and the most valid proposal. The contractor reached maximum satisfaction in the project. The purpose of this research is to select the best contractor in one of the projects of dairy companies in Fars province, after holding a tender and completing a questionnaire by project experts, using AHP and VIKOR methods, the contractors were weighted and ranked.Findings: The findings state that contractor C received the first rank, contractor B the second rank and contractor A the third rank, and finally the first rank contractor was approved by the people present in the project to start and implement executive activities.

Purpose: In order to solve the problem of assigning teachers to schools, in the form of a mathematical model using an innovative approach based on Constructive Genetic Algorithm (CGA), we seek to increase teachers' satisfaction.Methodology: In this paper, using the Constructive Genetic Algorithm (CGA), in a reasonable time, in addition to the appropriate allocation of teachers to schools, also increases their satisfaction. This type of algorithm includes several new features such as population consisting of schema, recombination between schema, dynamic population size, mutation in chromosomes, and possibility of using schema discoveries or chromosome representation. Schemas, unlike chromosomes, do not contain all the information about the problem data. By combining schemas, new schemas or chromosomes are created. New schemas are evaluated based on a predetermined assessment test, and if they are valid, they have the conditions to survive and are added to the population. Unlike other evolutionary algorithms in which the evaluation of individuals is defined on the basis of proportionality function, in CGA, this process involves the use of two functions, f and g.Findings: The proposed algorithm is superior to the traditional method in terms of time, execution time and efficiency as well as flexibility of the problem. This algorithm selects the solution with the highest number of attributes as the final solution among several optimal solutions. One of the advantages of the proposed algorithm is its generalizability and flexibility, which can easily produce suitable various solutions by changing the existing constraints on the problem.Originality/Value: The proposed algorithm for assigning teachers to schools for one academic year was implemented for the first time on the case study of boys' high schools in Torbat-e-Jam city.

Purpose: Evaluating the performance of employees is one of the most critical requirements for senior managers in organizations. One of the challenges in this regard is the assessment of the performance of staff personnel. Due to the nature of their activities, defining quantitative indicators alone cannot provide an acceptable evaluation. Therefore, this research focuses on presenting an applied fuzzy model for the evaluation of staff personnel.Methodology: This study involves developing a hierarchical fuzzy performance evaluation system composed of both qualitative and quantitative indicators simultaneously. The indicators consist of 7 quantitative and 5 qualitative ones, identified and fuzzified with the input of 11 senior managers of the organization. Considering all indicators simultaneously in a system would require a very large number of fuzzy rules. Therefore, a step-by-step model with continuous and hierarchical fuzzy systems is used in this article, significantly reducing the number of rules. Finally, the developed model is implemented in Simulink, a Matlab tool, using the Mamdani method.Findings: The results of the `evaluation of the developed model closely matched expectations with good accuracy, providing a suitable basis for employee assessments. The advantages of this model include its relatively good accuracy compared to traditional models, higher employee satisfaction, and reducing subjective assessments resulting from bias, relationships, etc. It also enables faster and simpler evaluations for supervisors and managers.Originality/Value: The presented model is a practical approach that has been implemented in a real organization. It offers the possibility for other organizations to conduct employee evaluations by adjusting some indicators according to their activities, thereby adding value to the scientific field.

Purpose: This paper aimed to evaluate the performance of vaccination in Asian countries for managing Covid-19 isease in two areas: control of disease transmission and prevention of deaths (control of death rate) using a two-step Data Envelopment Analysis (DEA).Methodology: In the first phase, efficiency values are calculated based on the country's population and the number of people who have been fully vaccinated to provide a basis for analysis concerning transmission control (contagion rate). In the second phase of performance evaluation, considering the total number of confirmed infection cases, preventing deaths of people suffering from this disease has been done to evaluate the effectiveness of vaccination in Asian countries.Findings: The countries are classified into four categories using area charts, and for each category, some suggestions and analyses are presented. The results of this study indicate the vaccination performance in the field of contagion control and death prevention. Once the efficiency situation is determined, the policies and executive actions of efficient countries can be appropriate models for other countries to move towards proper efficiency and improve the situation of the pandemic.Originality/Value: The approach presented in this paper is to provide insight to measure the effectiveness of vaccination in future pandemic crises.
