Purpose: The purpose of this study is to identify and prioritize the factors affecting the performance evaluation of librarians in public libraries in Mashhad.Methodology: The present study is an applied research that has been done by descriptive-survey method. In the present study, according to the research literature, interviews with experts, the factors affecting the evaluation of the staff of the library department of public libraries have been identified. Then, using DEMATEL technique and Analytical Network Process (ANP), the data are analyzed. The statistical population of the study is all specialists, experts and decision makers in the field of evaluating the performance of the staff of the library department of public libraries in Mashhad, which is limited in number due to their background, skills, etc. The number of these specialists is about 45. Therefore, sampling is done by census. These specialists include the experts of Mashhad Public Libraries and the managers of public libraries in the city.Findings: The present study identified 9 performance evaluation criteria that include: personality, performance management, teamwork, commitment and ethical values towards the organization, communication skills, knowledge and information management, product design and services based on customer needs. Organizational citizenship, and ultimately perceptual skills. This study prioritized the criteria and sub-criteria affecting performance appraisal based on relative importance.Originality/Value: Managers are advised to consider people with high commitment, team spirit and willingness to participate in the affairs of the company to improve the performance of human resources in the library sector.

Purpose: The construction industry is one of the most important industries that must be addressed professionally, and every country must strive to provide the best equipment and conditions for this industry. The purpose of this study is to evaluate the efficiency of provincial municipalities in issuing building permits based on land condition using data envelopment analysis.Methodology: The output-oriented BCC model with the assumption of variable return to scale has been used to evaluate the relative efficiency of municipalities of 31 provinces of the country for the first six months of 1399.Findings: The results of the present study show that among the municipalities of 31 provinces of the country, 19 units have efficiency number one.Originality/Value: The issuance of building permits has prevented illegal construction and increased municipal revenues, which are spent on urban development projects.

Purpose: The success of a supply chain is highly dependent on the selection of the best suppliers. These decisions are an important component of production and logistics management for many firms. Little attention is given in the literature to the simultaneous consideration of cardinal and ordinal data in the supplier selection process.Methodology: This paper proposes a new Data Envelopment Analysis (DEA) approach with efficient and inefficient frontiers that is able to identify the best supplier in the presence of both cardinal and ordinal data.Findings: Utilizing this approach, an innovative method is proposed for prioritizing suppliers by considering multiple criteria. Applicability of the proposed method is illustrated using a data set that includes specifications of eighteen suppliers.Originality/Value: The advantage of our approach is that it identifies the best supplier using interval efficiency values which are computed from the optimistic and pessimistic perspectives and are integrated as an efficiency interval called the overall performance efficiency interval based on DEA with efficient and inefficient frontiers.

Purpose: In order to solve the problem of assigning teachers to schools, in the form of a mathematical model using an innovative approach based on Constructive Genetic Algorithm (CGA), we seek to increase teachers' satisfaction.Methodology: In this paper, using the Constructive Genetic Algorithm (CGA), in a reasonable time, in addition to the appropriate allocation of teachers to schools, also increases their satisfaction. This type of algorithm includes several new features such as population consisting of schema, recombination between schema, dynamic population size, mutation in chromosomes, and possibility of using schema discoveries or chromosome representation. Schemas, unlike chromosomes, do not contain all the information about the problem data. By combining schemas, new schemas or chromosomes are created. New schemas are evaluated based on a predetermined assessment test, and if they are valid, they have the conditions to survive and are added to the population. Unlike other evolutionary algorithms in which the evaluation of individuals is defined on the basis of proportionality function, in CGA, this process involves the use of two functions, f and g.Findings: The proposed algorithm is superior to the traditional method in terms of time, execution time and efficiency as well as flexibility of the problem. This algorithm selects the solution with the highest number of attributes as the final solution among several optimal solutions. One of the advantages of the proposed algorithm is its generalizability and flexibility, which can easily produce suitable various solutions by changing the existing constraints on the problem.Originality/Value: The proposed algorithm for assigning teachers to schools for one academic year was implemented for the first time on the case study of boys' high schools in Torbat-e-Jam city.

Purpose: The purpose of this study is to investigate the behavior of systematic, unsystematic and total risk in different life cycles of companies and seeks to answer the question whether the risk behavior of companies at different stages of the life cycle is different?Methodology: To answer the above question, 153 companies in the Tehran capital market were selected by screening as a statistical sample. The data collected over an 8-year period between 2011 and 2018 is considered.Findings: The results of regression analysis show that unsystematic risk fluctuations in the introduction phase are more than the growth phase and also companies that face more cash flow fluctuations, in the introduction phase are faced with more unsystematic fluctuations than the growth phase. Finally, the results showed that companies in the introduction and decline stages do not face more total risk and market than the growth and maturity stage.Originality/Value: This article evaluates the risk behavior under different life cycles of companies with a corporate risk management approach.

Purpose: The overall equipment effectiveness index is a key indicator and basis used for measuring the effectiveness of equipment and examining the effectiveness of the maintenance system. Improvement of the OEE index is of great importance in production operations management, since it can enhance and upgrade the level of organizational equipment management. In this study, data envelopment analysis model has been developed to evaluate the overall equipment effectiveness index.Methodology: The present descriptive-analytical study has been conducted on the kiln of Mazandaran Cement Factory. The overall equipment effectiveness indices, including three inputs and one output, have formed the axis of the model.Findings: Improvement of the OEE index is of great importance in production operations management, since it can enhance and upgrade the level of organizational equipment management. In order to achieve better efficiency, it is recommended to focus on the key components of the overall productivity maintenance and productivity system, implement the SMED method, integrate the two approaches of Lean Production and Six Sigma production, and improve the Process Capability (PC).Originality/Value: Given the importance of achieving equipment effectiveness, there is a need to evaluate the overall equipment effectiveness. Using data envelopment analysis models, in addition to relative efficiency, determines the weaknesses of the organization in various indices, and by providing the optimal amount of them, leads the organization's policy towards improving efficiency. Due to rapid developments in today's world as well as the importance of the overall equipment effectiveness and its obvious impact on the organization's performance and, consequently, its success, the researchers decided to evaluate the overall equipment effectiveness using data envelopment analysis
