Purpose: Measuring intertemporal efficiency variations (such as window analysis and the Malmquist index) has always been an interesting topic in the field of Data Envelopment Analysis (DEA). However, these methods overlook carry-over activities across two consecutive periods. Instead, they focus independently on individual time periods while also taking the time variation effect into account. In the real world of commerce, long planning and investment times can be a source of concern. To adapt to the long-time view, dynamic DEA integrates carry-over activities into the model and allows us to measure the special function of the period based on the long-term optimization during the whole period. Accordingly, dynamic analysis is needed when the data are available.Methodology: The present paper proposes the double-frontier dynamic DEA for simultaneously measuring system efficiency and period efficiency for multitemporal systems in which quasi-fixed input or interstitial periods are the source of intertemporal dependence between consecutive periods.Findings: To illustrate this approach, an example is presented from the forests of Taiwan where the forest entity acts as the quasi-fixed input.Originality/Value: In addition to the optimistic efficiency of the decision-making unit, this approach also considers its pessimistic efficiency. Compared with the traditional dynamic DEA, the double-frontier dynamic DEA approach has a higher differential power in identifying better-performing systems.

Purpose: In the tourism industry, it is crucial to attract foreign tourists while keeping costs low. To achieve this, a suitable model with a high rank in attracting tourists at a low cost must be found. This article aims to provide a scientific framework for ranking European practices in the tourism industry. By evaluating and ranking European countries based on data coverage analysis in the tourism industry, the goal is to identify efficient countries in this industry and examine the impact of their entry and exit, which is the same number of incoming tourists in a year.Methodology: Using the DEA method, European countries have been ranked based on their performance in the tourism industry in 2019. This was determined by analyzing their expenses in various sectors and level of tourist attraction. The ranking identifies the countries that are most efficient in the tourism industry.Findings: The countries of Spain, France, Croatia, Denmark, Poland, and Hungary were identified as the most cost-effective tourist destinations in 2019, based on the cross-efficiency method.Originality/Value: It is possible for tourism organizations in Iran to attract tourists with a low cost model based on a study of the European tourism industry.

Purpose: Due to climate diversity, Iran is able to produce all kinds of edible mushrooms, which, due to the need for low initial investment, the possibility of cultivation in all seasons and medicinal value, are of great importance. However, growing mushrooms produces waste that is problematic for humans and the environment as well. The purpose of the current research is to evaluate the cross efficiency of oyster and button mushroom cultivation units using data envelopment analysis and considering the undesirable residual output. Thus, it provides the ability to analyze efficiency according to the amount of waste.Methodology: The current research is functional in purpose and the cross efficiency method with the assumption of variable return to scale has been used to evaluate the efficiency of edible mushroom cultivation halls in Iran, considering compost waste as an undesirable output. This research is analyzed by GAMS software and the input and output data is extracted from the Iran Statistics Center in 2020.Findings: The results of the analysis of the research show that seven units have an efficiency of one among mushroom cultivation units in the provinces of the country and the reduction of undesirable output increases the number of efficient units according to the number of variables considered.Originality/Value: This research is a more comprehensive analysis in continuation of research and expanding its scope. In the previous studies, there was no adverse outcome in the discussion of mushroom cultivation, and in this study, the waste amount was considered for this purpose.

Purpose: Considering the crucial and fundamental role of hospitals in maintaining the health of society and the gradual and effective improvement of patients, the performance of hospital nurses has been evaluated.Methodology: The hospital nurses were examined using data envelopment analysis. To establish the empirical principle, the number of units greater than or equal to three times the sum of inputs and outputs, an index of input, and an index of output is combined and considered as an output, and their efficiency is calculated and ranked based on DEAHP.Findings: The results show that Unit 12 was the most efficient and used its resources well.Originality/Value: The investigations are related to private hospitals in Tehran.

Purpose: This paper aimed to evaluate the performance of vaccination in Asian countries for managing Covid-19 isease in two areas: control of disease transmission and prevention of deaths (control of death rate) using a two-step Data Envelopment Analysis (DEA).Methodology: In the first phase, efficiency values are calculated based on the country's population and the number of people who have been fully vaccinated to provide a basis for analysis concerning transmission control (contagion rate). In the second phase of performance evaluation, considering the total number of confirmed infection cases, preventing deaths of people suffering from this disease has been done to evaluate the effectiveness of vaccination in Asian countries.Findings: The countries are classified into four categories using area charts, and for each category, some suggestions and analyses are presented. The results of this study indicate the vaccination performance in the field of contagion control and death prevention. Once the efficiency situation is determined, the policies and executive actions of efficient countries can be appropriate models for other countries to move towards proper efficiency and improve the situation of the pandemic.Originality/Value: The approach presented in this paper is to provide insight to measure the effectiveness of vaccination in future pandemic crises.

Purpose: The housing market in Iran is important in two ways. First from the macroeconomic dimension; because the construction industry is one of the infrastructure industries in the country, the rotation of its wheels causes the prosperity of several upstream and downstream industries, and consequently, the economic prosperity of the country. Another importance of this industry is in terms of housing; because the cost of housing is currently the most important part of the cost of most Iranian households. Performance appraisal has been a topic that has always been considered since the introduction of classical management theories.Methodology: The study evaluates the developments of the housing market in Tehran in the first five months of 1400. For this purpose, the efficiency of the twenty-two districts of Tehran was determined by output-oriented CCR rating models through Gomez software and were ranked by Anderson and Petersen models. Despite the public demand for information about the quality of this market, in this study, an attempt has been made to measure reliable analysis using data envelopment analysis method.Findings: The results can be effective in decision-making in order to provide more and better services and citizen satisfaction.Originality/Value: One of the most important of these is the advanced data envelopment analysis technique. Given that one of the most practical techniques in performance appraisal is data envelopment analysis technique. In this research, using this powerful mathematical technique, the volume of housing transactions in the twenty-two districts of Tehran has been calculated.

Propose: Operation Research (OR) has attracted the interest of many researchers. As human activity increases, the use of computers in implementing accurate and fast optimization algorithms seems inevitable. Usability and reliability are two important attributes for software quality and can play an important role in improving user experience.Methodology: In this paper, usability is presented as the user's effort in performing a task in the software application and reliability is presented as the ability to run a program in a given environment in a given period of time without errors. These two criteria are measured using a standard questionnaire. Five common software programs OR are evaluated. A random sample was used to select 20 questionnaires and determine the usability and reliability scores. Data Envelopment Analysis (DEA) models without inputs were used to evaluate the five selected programs.Findings: The results indicate that the software GAMS was assigned the first role in the evaluation of five common OR softwares.Originality/Value: Software evaluation can play an important role in any field from business and industry to entertainment and entertainment.

Purpose: The construction industry is one of the most important industries that must be addressed professionally, and every country must strive to provide the best equipment and conditions for this industry. The purpose of this study is to evaluate the efficiency of provincial municipalities in issuing building permits based on land condition using data envelopment analysis.Methodology: The output-oriented BCC model with the assumption of variable return to scale has been used to evaluate the relative efficiency of municipalities of 31 provinces of the country for the first six months of 1399.Findings: The results of the present study show that among the municipalities of 31 provinces of the country, 19 units have efficiency number one.Originality/Value: The issuance of building permits has prevented illegal construction and increased municipal revenues, which are spent on urban development projects.

Purpose: The success of a supply chain is highly dependent on the selection of the best suppliers. These decisions are an important component of production and logistics management for many firms. Little attention is given in the literature to the simultaneous consideration of cardinal and ordinal data in the supplier selection process.Methodology: This paper proposes a new Data Envelopment Analysis (DEA) approach with efficient and inefficient frontiers that is able to identify the best supplier in the presence of both cardinal and ordinal data.Findings: Utilizing this approach, an innovative method is proposed for prioritizing suppliers by considering multiple criteria. Applicability of the proposed method is illustrated using a data set that includes specifications of eighteen suppliers.Originality/Value: The advantage of our approach is that it identifies the best supplier using interval efficiency values which are computed from the optimistic and pessimistic perspectives and are integrated as an efficiency interval called the overall performance efficiency interval based on DEA with efficient and inefficient frontiers.

Purpose: The overall equipment effectiveness index is a key indicator and basis used for measuring the effectiveness of equipment and examining the effectiveness of the maintenance system. Improvement of the OEE index is of great importance in production operations management, since it can enhance and upgrade the level of organizational equipment management. In this study, data envelopment analysis model has been developed to evaluate the overall equipment effectiveness index.Methodology: The present descriptive-analytical study has been conducted on the kiln of Mazandaran Cement Factory. The overall equipment effectiveness indices, including three inputs and one output, have formed the axis of the model.Findings: Improvement of the OEE index is of great importance in production operations management, since it can enhance and upgrade the level of organizational equipment management. In order to achieve better efficiency, it is recommended to focus on the key components of the overall productivity maintenance and productivity system, implement the SMED method, integrate the two approaches of Lean Production and Six Sigma production, and improve the Process Capability (PC).Originality/Value: Given the importance of achieving equipment effectiveness, there is a need to evaluate the overall equipment effectiveness. Using data envelopment analysis models, in addition to relative efficiency, determines the weaknesses of the organization in various indices, and by providing the optimal amount of them, leads the organization's policy towards improving efficiency.
