چکیده

هدف: هدف از این پژوهش شناسایی و اولویت­بندی عوامل مؤثر بر ارزیابی ﻋﻤﻠﻜرد کارکنان کتابداری در کتابخانه‌های عمومی شهر مشهد می‌­باشد.
روش‌شناسی پژوهش: پژوهش حاضر از نوع کاربردی است که به روش توصیفی-پیمایشی انجام شده است. در تحقیق حاضر با توجه به ادبیات تحقیق، مصاحبه با خبرگان، عوامل مؤثر بر ارزیابی کارکنان بخش کتابداری کتابخانه‌­های عمومی مشخص گردیده است. سپس با استفاده از تکینک دیمتل و روش فرآیند شبکه‌­ای (ANP) اقدام به تجزیه‌وتحلیل داده‌­های پژوهش می­نماید. جامعه آماری پژوهش همه متخصصان و صاحب­نظران و تصمیم‌گیرندگان درزمینهٔ ارزیابی ﻋﻤﻠﻜرد کارکنان بخش کتابداری کتابخانه­‌های عمومی شهر مشهد که با توجه به سابقه، مهارت و... تعداد آن­ها محدود است. تعداد این متخصصان حدود 45 نفر می‌­باشد؛ بنابراین نمونه‌­گیری به‌صورت سرشماری انجام می‌­گیرد. این متخصصان شامل کارشناسان اداره کتابخانه­‌های عمومی شهر مشهد و مدیران کتابخانه‌­های عمومی سطح شهر می‌­باشند.
یافته‌ها: تحقیق حاضر 9 معیار ارزیابی ﻋﻤﻠﻜرد را شناسایی نمود که شامل: شخصیتی، مدیریت ﻋﻤﻠﻜرد، کارگروهی، تعهد و ارزش‌های اخلاقی نسبت به سازمان، مهارت‌­های ارتباطی، مدیریت دانش و اطلاعات، طراحی محصول و خدمات مبتنی بر نیاز مشتری، شهروندی سازمانی و درنهایت مهارت­‌های ادراکی می­‌باشند­. این پژوهش معیارها و زیرمعیارهای مؤثر بر ارزیابی ﻋﻤﻠﻜرد را بر اساس اهمیت نسبی اولویت‌­بندی نمود.
اصالت/ارزش افزوده علمی: با بهره‌­گیری از نتایج پژوهش حاضر، به مدیران توصیه می‌­شود برای بهبود ﻋﻤﻠﻜرد نیروی انسانی در بخش کتابداری، اشخاصی را مدنظر داشته باشند که دارای تعهد بالا، روحیه تیمی و تمایل به مشارکت در امور شرکت هستند.

Purpose: The purpose of this study is to identify and prioritize the factors affecting the performance evaluation of librarians in public libraries in Mashhad.

Methodology: The present study is an applied research that has been done by descriptive-survey method. In the present study, according to the research literature, interviews with experts, the factors affecting the evaluation of the staff of the library department of public libraries have been identified. Then, using DEMATEL technique and Analytical Network Process (ANP), the data are analyzed. The statistical population of the study is all specialists, experts and decision makers in the field of evaluating the performance of the staff of the library department of public libraries in Mashhad, which is limited in number due to their background, skills, etc. The number of these specialists is about 45. Therefore, sampling is done by census. These specialists include the experts of Mashhad Public Libraries and the managers of public libraries in the city.

Findings: The present study identified 9 performance evaluation criteria that include: personality, performance management, teamwork, commitment and ethical values towards the organization, communication skills, knowledge and information management, product design and services based on customer needs. Organizational citizenship, and ultimately perceptual skills. This study prioritized the criteria and sub-criteria affecting performance appraisal based on relative importance.

Originality/Value: Managers are advised to consider people with high commitment, team spirit and willingness to participate in the affairs of the company to improve the performance of human resources in the library sector.
