چکیده

هدف: صنعت ساختمان‌سازی یکی از مهم‌ترین صنایعی است که باید به‌طور تخصصی به آن پرداخته شود و هر کشوری باید تلاش کند تا بهترین شرایط را برای این صنعت فراهم نماید. پروانه ساختمان سند و نوشته‌ای است که با تقاضای مالک ساختمان برای شروع عملیات ساخت‌وساز، توسط شهرداری صادرشده و از مهم‌ترین منابع درآمد شهرداری‌ها می‌باشد. هدف این مطالعه ارزیابی کارایی شهرداری‌های استان‌های کشور در صدور پروانه‌های احداث ساختمان بر اساس وضعیت زمین با استفاده از تحلیل پوششی داده‌ها می‌باشد.
روش‌شناسی پژوهش: پژوهش انجام‌شده از نظر هدف، کاربردی و توسعه‌ای می‌باشد. از مدل BCC خروجی محور با فرض بازدهی متغیر نسبت به مقیاس برای ارزیابی کارایی نسبی شهرداری‌های 31 استان کشور برای شش ماه نخست سال 1399 استفاده شده است. درنهایت برای رتبه‌بندی واحدهای کارا از مدل اندرسون-پترسون استفاده شده است. نهاده‌های پژوهش شامل مساحت زمین‌های بایر، باغ یا مزرعه، ساختمان‌های تخریبی  و ستاده‌ها شامل مساحت زمین و تعداد پروانه‌های صادرشده در شهرداری‌ها می‌باشد. تجزیه‌وتحلیل پژوهش حاضر با استفاده از نرم‌افزارGAMS  صورت گرفته است.
یافته‌ها: نتایج مطالعه حاضر نشان می‌دهد بین شهرداری‌های 31 استان کشور 19 واحد دارای کارایی یک و بیشترین صدور پروانه ساختمان با توجه به نهاده‌های درنظرگرفته شده پژوهش را دارند.
اصالت/ارزش افزوده علمی: اصلی‌ترین هدف اخذ مجوز ساخت اطمینان از ساخت‌وساز قانونی و رعایت اصول شهرسازی مطابق با آیین‌نامه‌ها و ضوابط طرح جامع شهری است. صدور مجوز ساختمان باعث جلوگیری از ساخت‌وساز غیرقانونی و افزایش درآمد شهرداری‌ها شده که این درآمدها صرف  پروژه‌های توسعه شهری می‌شود.

Purpose: The construction industry is one of the most important industries that must be addressed professionally, and every country must strive to provide the best equipment and conditions for this industry. The purpose of this study is to evaluate the efficiency of provincial municipalities in issuing building permits based on land condition using data envelopment analysis.
Methodology: The output-oriented BCC model with the assumption of variable return to scale has been used to evaluate the relative efficiency of municipalities of 31 provinces of the country for the first six months of 1399.
Findings: The results of the present study show that among the municipalities of 31 provinces of the country, 19 units have efficiency number one.
Originality/Value: The issuance of building permits has prevented illegal construction and increased municipal revenues, which are spent on urban development projects.
