چکیده

هدف: مدیریت زمان و هزینه و کیفیت از ارکان بسیار ضروری یک پروژه می‌باشند. در این پژوهش تلاش بر این است تا با شناخت دقیق و تبیین موضوع، عوامل مؤثر بر بهینه­‌سازی هزینه، زمان و کیفیت پروژه‌­های عمران شهری شهر نیشابور ارزیابی و اولویت‌بندی شود.
روش‌شناسی پژوهش: این پژوهش توصیفی – تحلیلی و ازلحاظ نوع هدف کاربردی است. در این پژوهش ابتدا با استفاده از روش دلفی فازی اقدام به اعتبارسنجی شاخص‌­ها و مؤلفه‌های پژوهش گردید؛ سپس از تکنیک DEMATEL و روش فرآیند تحلیل شبکه­ای (ANP) استفاده گردید. جامعه آماری تحقیق همه متخصصان و صاحب‌نظران و تصمیم‌­گیرندگان پروژه‌های عمرانی شهری و صاحب­نظر درزمینهٔ کنترل و بهینه­‌سازی هزینه و زمان و کیفیت که با توجه به سابقه، مهارت، تخصص و... تعداد آن‌ها محدود است و 25 نفر می­باشد و نمونه­‌گیری به‌صورت سرشماری صورت پذیرفت.
یافته‌ها: این پژوهش نشان می‌­دهد که پنج عامل اصلی بر بهینه‌­سازی هزینه، زمان و کیفیت پروژه‌­های عمران شهری مؤثر می‌باشند که شامل: عوامل طراحی و تهیه اسناد مناقصه، عوامل کارفرما، عوامل پیمانکار، عوامل پروژه و درنهایت عوامل خارجی می‌شوند.
اصالت/ارزش‌افزوده علمی: با توجه به نتایج به پیمانکاران و تصمیم­گیرندگان توصیه می‌شود با تأمین مالی و پرداخت به‌موقع راندمان پروژه را بالا ببرند زیرا عدم تأمین به‌موقع موجب مشکلاتی از قبیل تعطیلی و تأخیر و افزایش فزاینده هزینه و کاهش کیفیت پروژه می‌گردد.

Purpose: Time, cost and quality management are essential elements of a project. In this research, an attempt is made to evaluate and prioritize the factors affecting the cost, time and quality of urban development projects in Neishabour by accurately identifying and explaining the issue.
Methodology: This research is descriptive-analytical and applied in terms of type of purpose. In this research, first, using fuzzy Delphi method, the indicators and components of the research were validated; then DEMATEL technique and Analytical Network Process (ANP) method were used. The statistical population of the study is all specialists, experts and decision makers of urban development projects and experts in the field of control and optimization of cost, time and quality, which is limited in number due to history, skills, expertise, etc. and 25 And sampling was done by census.
Findings: This study shows that five main factors are effective in optimizing the cost, time and quality of urban development projects, which include: design factors and preparation of tender documents, employer factors, contractor factors, project factors, And eventually external factors.
Originality/Value: According to the results, contractors and decision makers are recommended to increase the efficiency of the project by financing and timely payment, because lack of timely financing causes problems such as closure and delay, increasing costs and reducing project quality.
